There absolutely is a difference. If you have an expectation and its not communicated, how do they know what you expect, need, want?
What you are thinking vs what you have shared with them
Communication of the expections, and getting buy in
having an expectation is in your own mind - establishing an expectation is communicated and everyone has bought in
Establishing an expectation requires dialogue to get to mutual agreement and a clear definition of the expectation
Establishing = collaboration with employee to gain their buy in; having = in their own mind
and sometimes, people may think that your expectation is for more than you need, which means their doing work that's not needed
