The 7th Korean Institute of Criminology International Forum - Challenges of Cybercrime as Opportunities: Prevention, Cooperation and Safety

The media and the literature have consistently reported personal and societal harms of cybercrime. In the midst of COVID-19, increased online activities are likely to result in increases in cybercrime. In particular, that cybercrimes are transnational in nature and enable conventional crimes point to the need for groundbreaking changes in judicial cooperation and criminal justice responses. In spite of existing cooperation at the national and regional level, differences in measurement, law, and policy pose a limitation on dealing with cybercrime. Against the backdrop, the KICIF will provide a platform for deliberations of experts on measurement standards, cybersecurity, cyber economic crime, cybersex crime with a view to suggesting systematic and effective policy responses.

He is also the member of the Bureau of the Convention Committee on Cybercrime (T-CY), which is supervising the implementation and dealing with other matters related to the Convention on Cybercrime. Between 2010-2014 he was the Chair of the Committee. He has graduated the Law Faculty of Tartu University in 2001 and after that worked at the Tallinn Police Prefecture and at the Legal Department of the Ministry of Interior Since 2005 he is working at the Criminal Policy Department of the Ministry of Justice of Estonia. He has been involved in drafting several legislative proposals, including legislation concerning cybersecurity, cybercrime, identity theft and other aspects of criminal law, criminal procedure and police activities as well as personal data protection and retention of telecommunications data. Thomas J. Holt (Professor / Director @The School of Criminal Justice, Michigan State University) Thomas J. Holt is Director and Professor in the School of Criminal Justice at Michigan State University. His research focuses on cybercrime, cyberterrorism, and the policy response to these problems. His work has a particular focus on illicit markets operating online for hacking tools, cybercrime services, and physical commodities like guns and drugs. His work has been published in various journals including Crime and Delinquency, Deviant Behavior, the Journal of Criminal Justice, and Youth and Society. Dr. Holt's research has also been funded by the Department of Homeland Security, the National Institute of Justice, and the National Science Foundation.
