The National RTAP "Fundamental Financial Management for Rural Transit Providers" training manual was completely rewritten in 2020. It provides essential guidance for FTA Section 5311 recipients and subrecipients on topics including: the Office of Management and Budget's Uniform Guidance (2 CFR § 200), accounting, indirect costs, cost allowability, local match, donations, cash management, National Transit Database reporting, and single audits.

The manual includes significant new content, which Mr. Garrity culled from his many years working with transit providers and state DOTs nationwide on the topics contained in the training.
