Most recently, DAC Twist has been the Met’s Gold Commander for its overall response to the Covid epidemic. Reporting to the Commissioner, this has involved working closely with the London Strategic Coordinating Group, the NPCC in developing the national Covid response and within the Met coordinating the internal and external response to the situation. In moving to Specialist Operations in March 2021, DAC Twist has responsibility for Protection and Security, including Royal and Specialist Protection, Parliamentary and Diplomatic Protection, Aviation Security and Protective Security Operations. He is also the Senior National Coordinator for the Protect and Prepare strands of the CONTEST Strategy.
Kelli Foy
Intelligence Research Specialist @NYPD Intelligence Bureau’s Global Trends and Developments Team
Kelli Foy is an Intelligence Research Specialist on the NYPD Intelligence Bureau’s Global Trends and Developments team, where she prepares strategic and tactical intelligence assessments on the terrorism threat landscape to enhance the situational awareness and preparedness of uniformed members of service, NYPD executive leadership, and private sector security stakeholders. Prior to joining the NYPD, Kelli was an intelligence analyst with Washington, D.C.’s fusion center, the National Capital Region Threat Intelligence Consortium. She also previously worked as a contractor with FEMA, where she served as lead writer on the 1 October After Action Report evaluating the emergency response to the 2017 Las Vegas shooting and assisted in the design and conduct of over 20 counterterrorism workshops with local public safety organizations throughout the United States. Kelli received her Bachelor of Science in Foreign Service from Georgetown University.
Michael J. Driscoll
Assistant Director in Charge of the New York Field Office @Federal Bureau of Investigations
Mr. Driscoll has served in New York several times since becoming a special agent in 1996, including his first assignment working counterterrorism cases. He was part of the team that investigated al Qaeda conspirators, including those responsible for the 1998 bombings of U.S. Embassies in Kenya and Tanzania and the attacks on 9/11. In 2003, he was appointed as the FBI’s representative to the al Qaeda Department of the CIA’s Counterterrorism Center. In 2005, Mr. Driscoll was promoted to supervisor and returned to the New York office, where he led the squad responsible for extraterritorial investigations in Africa. He also led the FBI’s counterterrorism efforts in the New York Hudson Valley region and was later promoted to the coordinating supervisory special agent for New York’s counterterrorism program.
