Mr. Payne is an owner and a managing partner of APPI Energy, responsible for the development and management of consulting services and corporate legal matters. Working with senior managers/owners of manufacturing, healthcare, commercial, governmental, and institutional clients, Payne provides energy market analysis, energy supply strategy and risk management, and energy supply contract negotiations. He advises clients on energy efficiency, sustainability, and renewable energy solutions. Payne performs due diligence of electricity and natural gas suppliers and monitors federal and state regulatory matters. A Delaware native, Payne received a Bachelor of Arts with honors from Wake Forest University. He received a Juris Doctor degree from the University of Miami School of Law, and a Master of Laws in Taxation from the George Washington University National Law Center, Washington, DC. He is a member of the Bar Association of the District of Columbia
