Promoting Equity: Assisting Low-Income Chicago Residents with Water Bills and Lead Service Line Replacement

Chicago has recently announced two equity-focused programs to provide lower income residents with assistance in paying their water bills and replacing lead service lines that could serve as a model for other communities. Utility Billing Relief (UBR) provides low-income Chicago residents with a reduced rate on their water, sewer, and water-sewer tax as well as debt relief for those who demonstrate they can manage the reduced rate bills for one year. The Equity Lead Service Line Replacement Program will provide complete lead service line replacement for eligible low-income residents whose water has consistently tested above 15ppb.
City officials will offer the specifics of each program and review how equity was woven into the development of each.

Holthouse Cheng (formerly Putz), P.E., Ph.D. (@City of Chicago Department of Water Management) Andrea R. Holthouse Cheng (formerly Putz), P.E., Ph.D. is a Deputy Commissioner for the City of Chicago Department of Water Management where she spends her days working on her passions - drinking water quality, lead corrosion, public health, and water meters. A licensed Professional Engineer and a Class A Public Water Supply Operator in the State of Illinois, she has been with the Department since 2004. Andrea is responsible for ensuring drinking water safety throughout the Chicago system. A published researcher on issues related to water quality, Andrea has a BS in Civil (Environmental) Engineering from the University of Illinois at Urbana-Champaign and her MS and Ph.D. in Civil (Environmental) Engineering from the University of Texas at Austin. Peter C. Gribble (@City of Chicago Department of Finance) Peter C. Gribble is a Deputy Finance Director for the City of Chicago Department of Finance. He has led Utility Billing & Customer Service since March 2012. He has a Master of Public Administration from the University of Oklahoma. Pete is a Gulf War veteran and has over 27 years public service. Pete is responsible for providing clear and accurate billing for 495,000 active utility billing accounts that include water, sewer, garbage and water-sewer tax charges. More importantly, he leads the efforts to provide the best possible customer service, which includes bill explanation, dispute resolution and Utility Billing Relief. Angela Tovar (@City of Chicago Office of the Mayor) Angela Tovar has worked as a community planner, program manager and environmental justice advocate for over 15 years. In 2020, Angela was appointed as the Chief Sustainability Officer for the City of Chicago by Mayor Lori Lightfoot. Angela began her career in the public sector in 2019 as a Program Manager for Cook County Department of Environment and Sustainability where she focused her efforts primarily on clean energy programming. Prior to that, Angela worked in the South Bronx for over a decade, first as the Director of Policy for Sustainable South Bronx and later as the Director of Community Development for the POINT CDC. Angela’s passion for social and environmental justice stems from her experience growing up on the industrial waterfront of Lake Michigan on Chicago’s Southeast side. She holds a B.A. in Urban Studies from the College of Charleston and a Masters in Urban Planning from City University of New York - Hunter College.
