Ms. Hartman has 25+ years of government procurement experience and a win rate of 87%, resulting in $5+ Billion in contracts for her clients. She has led proposals and presentations for multimillion-dollar companies across diverse industries. She has a proven ability to execute and manage projects with multiple stakeholders on schedule and within budget. In 2017, Julie sold her marketing agency, got married, and moved to Tomball. She spends time with her husband, three bonus sons, and their trampoline jumping Old English Sheepdog. Ms. Hartman has a BS and a BFA from Sam Houston State University and is pursuing her EMBA at Texas A&M. Susan M. Repka (Co-Founder @B2G Victory) Susan has two decades of experience working with small and women-owned businesses. She assists small businesses with certification, capabilities statements, and responding to government RFPs. Susan started working with small businesses in 1998 after joining the Women's Business Enterprise Alliance (WBEA). She served as Certification Manager, where she led the certification process of all women business enterprises and as Executive Director from 2007 to 2012. During her tenure as Executive Director, the Houston Galveston Women's Business Center was opened following the Small Business Administration's funding approval. In 2010 Susan was named one of Houston's Most Influential Women by the Houston Woman Magazine; One of the Top 25 Women of Houston by rollingout.com and was nominated for Sterling Bank Inspiring Texas Women Award. In 2016 Susan received a Legacy Award for her work with women-owned businesses in the Houston community. She is an alumnus of Leadership Houston, Class XXI. Mark Winchester (Deputy District Director @U.S. Small Business Administration, Houston District Office) For 12 years Mark has served the SBA, supervising staff and helping oversee program and service delivery across 32 counties. This includes $40B+ in COVID assistance and $1.3B in 7a loan guarantees and surety for small businesses last year. Mark previously worked for the University of Texas Rio Grande Valley for nearly eight years; serving the Women’s Business Center, Small Business Development Center (SBDC), Veteran’s Business Outreach Center, and the Rio South Texas Regional Procurement Technical Assistance Center. He has also served as an AmeriCorps VISTA volunteer in housing and economic development, worked for the State of Connecticut Attorney General’s Office, and the U.S. Navy Submarine Force. Mark is a 2015 Ike Award Recipient for Distinguished Federal Civilian Service, a three-time recipient of the Lower Rio Grande Valley District Office Counselor of the Year Award, and a two-time recipient of both the SBDC State Star Award and Congressional Letters of Recognition.
