This webinar will present the draft HCB Settings Quality Review Process. This process is for SC Department of Disabilities and Special Needs (SCDDSN) contracted settings that have been identified as potentially eligible for the Centers for Medicare and Medicaid Services (CMS) heightened scrutiny process. The HCB Settings Quality Review process is to gather information to determine if a setting can overcome its “presumed institutional nature” through programming, operation and/or reasonable environmental modifications. This type of review is required by CMS for compliance with the Home and Community-Based Services (HCBS) settings rule [42 CFR 441.301(c)(5)] prior to submission for CMS heightened scrutiny review. The SC Department of Health and Human Services (SCDHHS) and SCDDSN would like your feedback on this process before finalizing it and submitting it to CMS in the SC HCBS Statewide Transition Plan.
