H.E. Mr Mohammed Al-Jadaan was appointed Minister of Finance of Saudi Arabia on 1 November 2016. As Minister of Finance, he has been a member/chairman of various boards and committees and held several senior leadership roles including Chairman of the Board of Directors of the General Authority of Zakat & Tax (GAZT) and Chairman of the board of the General Authority of Customs. The minister has also represented the Kingdom in various international financial communities including Member of the Board of Governors of the International Monetary Fund and Member of the Board of Governors of the World Bank. In March 2020 he was appointed Acting Minister of Economy and Planning in addition to his existing role as Finance Minister. Before these appointments, H.E. was Chairman of the Capital Markets Authority, Member of the Saudi Arabian General Investment Authority and Member of the Advisory Committee of the Supreme Economic Council.
Angus Blair

Angus Blair has a long career in investment banking and financial services, with an award-winning expertise of the Middle East and North African economies and capital markets. He helped to lead many of the major equity capital market (ECM) transactions which aided in the opening up of the MENA region’s capital markets to international investors, including listing the first GDR in Egypt (CIB) on the London Stock Exchange and also the listing of the first fund to allow foreign investors into Saudi Arabia (the $250m SAIF Fund), amongst others. For his country and company research he won Institutional Investor number one analyst for the MENA region and was rated ‘Emerging Markets Superstar’ by Global Finance magazine. He has developed many working relationships across the region, in addition to international investors and he gives regular talks and advice on the regional capital markets, commercial and economic trends and risks internationally.
Alia Moubayed
Managing Director, Chief Economist MENA @Jefferies
Alia Moubayed is an experienced economist, a policy practitioner and strategist with more than 25 years of experience in government, international financial institutions, financial markets and think-tanks. She is currently Managing Director and Chief Economist for the MENA region at Jefferies investment bank based in London. Prior to that, she was director of the Geo-economics and Strategy Program at the International Institute for Strategic Studies (IISS) in London (2017-18). Alia also worked as Chief Economist for the MENA region at Barclays in London (2008-2017). She joined Barclays from the World Bank which she integrated through the Young Professionals Program and became a senior economist responsible for analytical research, policy dialogue and development policy lending covering countries in Europe and Central Asia, as well as Indonesia (2002-2008). She was also a member of the Task Force for World Bank Engagement with the Arab World.
