should we already have the provider identified before applying for this?
(by provider identified, I mean should it be someone we are already interviewing and making an offer to, since it has to be a new hire)
if we don't need to have a provider identified, how will we know if our special project ideas we submit are items the person we hire will be interested in?
So the applicant in this case is really the entity/company with the expectation we will be able to hire a new psychiatrist within a certian time frame?

For Section B of the application, specifically # currently employed or # of FTE of the application - are you looking for overall agency data or for specific division of the agency where the position will fall.
Can you clarify the requirement that the recruitment slots be utilized by December 31? Does that mean the provider needs to be hired by then or is that tied to the special project timeline?
Given the tightness of the labor market and that you are committing to 6 weeks to 2 months after July 31 to let winnners know, Dec 31 might be a very tight deadline to hire.
for example: If a candidate is in the pipeline but not able to be hired by Dec 31st you would extend the deadline?
for the descriptions of the 3-7 special project ideas, is the space limit per project idea or for all of our ideas?
is a special project required to get the recruitment funding
