Sharing what I've learned from the strategic leadership program with federal leaders
I am in listening mode.
Unfortunately I cannot participate, only able to listen.
The bigger why keeps me motivated -- I noticed that when we get training, we often get the training on the steps to take but not why we are taking them, which equals a lot of drudgery. My mind works in reverse, if I know why, I can handle the rest.

How do you create change in a bureaucracy, where the culture is to resist change and you are not part of management.
Great questions Deborah. I had this same question asked of me by several appointees. Can't understand why no one is on board with implementing the PMA. No alignment.
It take a lot of time!
We are in the middle of a reorg at FAS (working with Deloitte) -- there have been a lot of working groups and commitees, but some feel like the decisions have already been made by a small group and thr groups are just to make people feel like they have had input. Plus, it has already been int he works for almost a year with no changes yet.
We use Aglearn and Agrilinks -- ho hum.
