Question for Gordon regarding growth in commercial services: Do you think that there would be any consequences for Ontario if it fails to respect the 70% threshold for NP administration? Your comment seemed to imply the existence of the threshold would be sufficient to ensure it is respected - and I don’t have that confidence myself!
Susan Colley
48:32
We’ll be posing questions at the end. Hope that’s OK!

There's non-profit, Indigenous-led urban child care centres available in Ontario that serve all populations. The implication that "non-profit" is not as "quality" as for-profit is skewed, if anything, it's the opposite.
Kathryn Firth
50:47
Agreed @Sophia!

In my community (Sudbury, Ontario) CMSM has told us that we will get 219 new spaces but only 9 spaces in centre based program. There is child care in every school across four school boards and no more space available for expansion. Centre based programs can grow but not with only 9 spaces. How might I advocate for change to this allocation?

wondering if Kim could repeat the details around the memo received in December requiring a response by Jan. 20, 2023...I missed the beginning of this

As more families expect to have access to $10aDay child care - they also create demand for more programs and are necessary energy for advocacy campaigns. Helpful to involve media outlets too.
Sharon Gregson
01:11:42
We are encouraging government to move away from reactive grant based funding to a publicly planned approach. Schools don’t get grants - they get public dollars for capital expansion where schools are necessary.
Susan Prentice
01:12:23
I’m here! Please pose it to Gord
Susan Prentice
01:16:27
The issue of meaningful & consequential Terms and Conditions for federal transfers to P/T is going to be one of the next frontiers in policy development. Without penalties or withholding, it will hard to ensure compliance from provinces like Ontario.
Darryl Hall
01:18:22
What leverage, if any does the CMSM have with the province to be flexible with issues like wages?
Lynell Anderson
01:18:23
Thanks for this great session. Interesting and important to share and learn between provinces - here in BC, we have capital funding for expansion, albeit imperfect, but no real public planning responsibility. It appears that Ontario has public planning, albeit imperfect, but not a full capital budget.
Kim Hiscott
01:23:53
Thank goodness Marni, all hands on deck!
Sharon Gregson
01:23:54
Also interest in custom designed modular buildings )on public land) for child care, with second-floor apartment housing for the educators.
Rita Chudnovsky
01:24:18
In BC we are advocating for a funding formula that provides the operating funds required to support quality child care - including fair compensation based on a provincial wage grid. 80% of the funds a program receives would be for human resources. All of this is based on a maximum of $10 a day fees
Jamie
01:24:34
Can you please talk about how b2c2 can assist child care centres across the province, especially those in smaller municipalities or communities? What resources can you provide?
Rita Chudnovsky
01:25:59
We shall see if it can be done
Petr Varmuza
01:26:05
we need to talk more than just wages... benefits, including pensions, are an extremely important component of making attractive career choices. Benefits and pension plans should be portable and, preferably province-wide.
Susan Prentice
01:26:50
So lovely to see the many names of friends and respected leaders in this chat! Thanks to everyone who keeps the leaky ship of childcare afloat and works to make it more seaworthy.

We operate 12 Centres at George Brown College; have no issues staff recruitment and retention {150 plus staff}. Have challenges re: supply staff.
Devina Soares
01:30:04
We pay our staff very well but being in a small northern Ontario town retention and recruitment is a HUGE issue.
Jane Beach
01:32:25
Gord - who do you suggest would end up owning the real estate that is funded through loan guarantees?
Jane Beach
01:34:20
And is it appropriate for public dollars to fund private assets even if the borrower is non profit
Sophia Peltier
01:34:22
There is a cap on the operating funding, and the Operating Grants are not to be used for property taxes or mortgage payments. They don't want for-profit to build and that ensures non-profit can't afford to.
patricia chorney rubin
01:34:30
Believe City of Toronto directly operated centres have a higher hourly range. Our start hourly wage is $33.50 with very good benefits {part of OPSEU}
Morna Ballantyne, she/her/elle
01:35:39
It seems to me that it would be more efficient for governments to borrow money (given they get better interest rates) and make it available but that’s a whole different discussion and an idea that would likely be dismissed though it sounds like that’s BC’s approach. Or I’m misunderstanding
Sophia Peltier
01:35:56
We built two buildings during COVID and ourover-runs are absurd and now we have a huge mortgage that are difficult to cover and no more capital funds to off-set even though I negotiated loans with the ability to put annual payments on them to pay down the base.
Claire McLaughlin
01:38:21
There is the added issue of ECEs leaving child care for the Elementary School system and kindergarten.
Susan Gorman
01:39:20
this can only be for pensions because we pay much better than the school board
Susan Prentice
01:39:39
Legally, assets owned by non-profit and charitable groups must be distributed to other non-profits or charitable groups - this preserves the value of property purchased with public dollars.
Shannon Brown
01:40:10
More work needs to be done provincially/federally and in the media to raise the profile and to promote being an ECE as a career of value so that individuals want to enter this workforce, want to become an ECE. Wages and benefits are really important and need attention but so too is feeling valued.
Sophia Peltier
