For example, New Orleans has Social Aid and Pleasure Clubs that existed to help specifically its members go through tough times. It was like insurance. This caught a lot of folks off guard. Well, not really — some people knew and sold their stock and others who were supposed to take it seriously called it a hoax and fired the experts.
