With regard to the LC that would create a new account for interest earnings of OHCS programs and...Could you please speak more to this and specifically what, if any current gap/flexible funding sources are being contemplated to be included in this strategy from the Department.

Kim, do you have an idea of how large the DPA silent second would be or is that still be discussed?

In prior drafts, the manufactured housing ask for home replacements and park acquisitions was lumped together. those have both been placed on the bubble. Can they be separated and addressed separately?

While LIFT doesn't work for every homeownership development, it does work for many. Could this be a complimentary source of revenue, granted that LIFT for homeownership isn't penciling out especially in many rural communities--although possibly OHCS might address that through internal processes and rules.
Lisa Rogers

Preservation of MHP's is a great investment for OHCS. The dollars invested per unit/space preserved is much lower than most developments. And there is increased demand by investor owners to buy MHP's in Oregon. Without this resource, residents will likely be unable to afford purchasing their park, so please reconsider funding this program.

Has OHCS considered the need for an ask for foreclosure prevention counseling dollars into the next biennium as part of a response to the crisis that is hitting and is going to continue to hit homeowners?

Replacing LIFT for HO with a loan fund is concerning. The amount is limiting too. What is the plan to vet this concept?
Alison McIntosh (she/her) Housing Alliance

Nicole, can you share more details about how you plan to engage partners in further development of these proposals? I know there is detail still to be decided, so how will you plan to share those details with stakeholders, and how will you ask for stakeholder input?
Karen Saxe, DevNW

If the doc fee take as hit due to the crisis, has there been a consideration to use the DPA LC as a way to plug that through the exisitng HOAP DPA programs?

How is OHCS planning to balance stakeholder feedback and Housing Stability Council feedback to finalize concepts?

Is the plan proposal for the LAP (to be discussed this afternoon) to include homeownership as well as rental housing?

Yes, LAP will include homeownership and rental housing.

The HHF programs are fantastic, but those funds very specifically were not allowed to be use for the actual foreclosure prevention counseling. If additional federal funds come to support those programs, great, but it was imperative that we had counseling dollars to support homeowners as well. Just making sure this is on your radar.
Nicole Stoenner (she/her), OHCS
01:09:33
The proposed federal funds would include foreclosure prevention counseling and other assistance. I appreciate you flagging this, Karen! It's very important that we keep this on our radar moving forward.

I am both hopeful and concerned after this call - I know it's a tough budget period. On balance, are we making progress or just staying active in the effort? Our collective commitment to reducing racial disparities remains a constant challenge. Glad to work with you all to see what we can do in real terms to make progress.

I think we’re all looking forward to hearing much more detail as these concepts are developed. I’m looking forward to continued conversations, feedback, and dialogue so that we can make sure we’re advocating together for the highest and most important priorities in the 2021 legislative session.
