Can you repeat the numbers again……how many students do not have access to devices and how many districts don’t have appropriate broadband?

Looking to next year, can we get a waiver to eliminate October Count and instead use this year's Count for funding?
Bret Robinson
57:20
What is the amount on the Gov emergency fund and how can it be used?
Lori Goldstein

What is an IHE?

01:00:53
What is an IHE?

Stephen Schiell
01:02:07
how much in the Governors emergency fund and how do you get the help?
Katy Anthes
01:03:52
44 million to split between K-12 and higher Ed. Gov has not decided about the split and process
davidtrautenberg
01:05:01
If you suspend District’s PERA contribution then that frees up 20% for district use.
jburmeister
01:05:53
Can you clarify the property tax deadline the governor has approved?
jburmeister
01:06:31
And is there a possibility it will be extended?
davidtrautenberg
01:07:13
That reallocation is a no brainer for PERA. Why should we be carrying PERA’s inefficiency and poor management?
davidtrautenberg
01:11:19
THIS WOULD BE THE TIME TO SHIFT RETIREMENT FINANCE FROM DEFINED BENEFIT TO DEFINDE CONTRIBUTION AND GET THE PROFESSION IN LINE WITH EVERY OTHER SECTOR. PERA IS A HORROW SHOW.
ddoney
01:13:13
David, Please keep your comments to yourself.
Glenn Gustafson
01:14:36
So much for the quick rebound
Shae Martinez Asst. Supt.
01:15:11
Time to bring out the "hit the base" conversation again Glenn
Andy Crisman
01:16:21
I am inferring that revenue declines for FY22 and FY23 reflect TABOR limitations; i.e., that revenue will "ratchet down" in FY 21, and will only be allowed to grow by inflation in years going forward. Am I correct?
mark_ferrandino
01:17:29
Andy Ref C eliminated the ratchet (Thanks Cary Kennedy)
Andy Crisman
01:18:09
Thank you for the clarification.
Aaron Oberg, Budget Director
01:21:32
With revenue declines in FY 2020, is there an expected rescission or other options to reduce state expenditures this current fiscal year?
Diane Trujillo
01:21:52
Touch on PERA suspension
evieh
01:22:04
Are the estimates for FY 22 and FY 23 amounts just for those years, but including the $3.2B from FY 21?
Shae Martinez Asst. Supt.
01:22:19
What are the metrics for "neediest districts?"
Brenda Krage
01:25:22
Is there any funding support planned for connectivity infrastructure. Statewide broadband connections
Nicole Niebler
01:26:00
Can that survey be sent to impacted communities? We can try to guess, but it’s best to get the direct information from the core source.
Katy Anthes
01:31:04
Nicole, I'm not sure we can-- we don't have email access etc. to communities and I'm not sure how we pull that together. We are doing a lot of the through 1-on-1 and other reach out. The survey is pretty specific to school needs at this point...I know that other parts of the Gov office are assessing needs of communities through COVID Relief.
Shae Martinez Asst. Supt.
01:33:57
Any possibility that the stimulus money may be used to lessen the state cut much like it was done with ARRA?
davidtrautenberg
01:35:33
AGAIN, you immediately increase districts budget by deferring or suspending PERA contributions. Even is just 50% reduction.
Glenn Gustafson
01:35:37
Sorry, came in late, has anyone talked about the 5/31/20 Proposed budget deadline?
Katy Anthes
01:38:18
I have to jump off the call and onto another...Thankyou for all you are doing!
Amanda Karger
01:38:31
They talked about it at FPP. Jenifer Okes mentioned she would pursue some answers there.
jburmeister
01:39:13
Glenn, from what I have gathered so far I do not think the proposed budget piece has gone anywhere
Scott Smith
01:44:39
How much would the negative factor have to increase to hit base funding? $1.5B?

01:45:47
Scott, it's different for everybody but for delay its 15.42% reduction
Scott Smith
01:46:42
thanks
Amanda Karger
01:48:07
Glenn - just to clarify, is it 15.42% reduction on top of the current BSF, or is it a total BSF of 15.42%?
kaskelso
01:49:59
Jeffco has another 15% it could absorb before hitting the base
Amanda Karger
01:50:13
Thanks Kathleen!

01:56:24
To chime in on hitting the base...that number varies wildly by district. The constitutionally required statewide base for next year is $7,084 per pupil. If you are a small rural district sitting at more than double the statewide base at this point then the reduction to fall to the base is obviously much larger (if every district were forced down to the base).

Tracie
01:57:47
We will run and get out to everyone. The issue is when two districts hit the base and is that constitutional
Amanda Karger
01:58:45
That would be great. CDE's docs online for FY21 don't have the full calc, so some statewide runs would be really helpful for us since we have schools across the state. Thank you!
Nora.Brown
01:59:09
How is Federal Aid considered in TABOR calculations for revenue?
Aaron Ray
02:00:33
Sorry I need to drop off call. Thank you for invitation and questions.
Kathy Plomer
02:01:52
Do we know where the governor stands on this? Any chance given the signature collecting challenges that the legislature could refer this? Do we know the support level of members of the legislature or political parties for this?
Lisa Weil

So with drop in revenue we severely ratchet down.
