We’ll address that question, but the short answer is you cannot lead, but you can partner with either a consortium member or a USGS scientist and be granted a sub-award. Michelle or Olivia may be able to put a finer point on it.

For this RFP, "there is special consideration for projects on Tribal Lands." Is this synonomous with "partnering with a Tribal Nation?" Many Tribal Nations in the east have much smaller land bases relative to state and federal lands, yet Tribal Nations can still be working to address natural and cultural resources of concern over their original Tribal territories.
