Also, if at the 85% percentile is 6.7%, that again makes 5% seem aggressive - but for reporting consistency across different types of metrics, I understand interest from that communications perspective

How are K-12 or 6-8 school treated in these analyses?

The distribution of just the rates or the change in chronic absenteeism rates?
The percent of schools who be exceeds/meets etc based on the change rating

Have you had conversations about how this relates to other accountability metrics where Meets is the 50th percentile. This would mean only 40% would meet/exceed, right?
What would the distribution look like if the cuts were changed to meets 1%, approaching 1.1-3.9%, Does not meet 4% or higher
I was just thinking that if we are using this to set the normal distribution there would need to be more schools meeting
that would be closer to a normal distribution
I think the cut points need a little adjusting, similar to Michelle's proposal
