Emergency Order #48 https://www.governor.nh.gov/sites/g/files/ehbemt336/files/documents/emergency-order-48.pdf
Lisa A. Witte
30:22
If determination meetings were already held - do we have to do them again?
Lisa A. Witte
30:36
Perfect thanks.
Cory LeClair
32:26
If we met the requirements of the IEP during this period of remote instruction, are we required to have these meetings?
beitlerk
32:38
If we have had meetings this spring does that meet the intent of the emergency order?
STACY BUCKLEY
32:50
Can you please tell me under what guidance (ie: law) that provides that we must complete these meeting within 30 days of return to school? This is ridiculous and likely unattainable for most districts.
Lisa A. Witte
33:01
Will there be additional funding to pay for our case managers to work over the summer to hold these meetings? If we wait until the start of the school year (when staff return), there will be a major impact on our ability to provide services during that time.
mnadeau
33:26
Each of my districts received $3K for additional sped funding, to hold those meetings over the summer would be very costly as we would need to pay special education teachers, related service providers, and general education teachers to attend.
Lisa A. Witte
33:56
Yes Meredith - same.
Lisa A. Witte
35:07
To be clear - if we had ESY determination meetings either prior to or very early during the remote learning time, I heard you say we do NOT need to do another determination meeting. Correct?
beitlerk
35:52
Yes - I agree Lisa
Lisa A. Witte
35:52
It could be viewed as an unfunded mandate.
Rebecca Fredette NH
36:23
If you have already held a meeting ESY you do not need to hold another meeting.
Bruce Beasley
36:38
We have been in constant contact with our parents/guardians since remote learning started. In these conversations we have discussed services, including ESY. Does this order mean that we have to hold a formal meeting to make these determinations? If so, I am concerned with meeting the established deadlines.
Lisa A. Witte
36:43
Thank you Rebecca.
Becky Forrestall
37:45
So, as long as the IEP teams have met the current ESY standard of “meeting to determine ESY at least 30 days prior to the start of ESY” then we don’t need to hold more meetings to determine this.
Rebecca Fredette NH
38:14
Correct Becky, if you already met the obligation you do not have to have another meeting.
Becky Forrestall
38:15
Is that correct?
Shelly Fagen
38:22
What is the state’s position on having out of state students return to small cohort groups if they are enrolled in specialized programs in NH? Some NH parents are expressing concern about their children being exposed by students/transportation providers coming from out of state into NH. Even with social distancing protocols in place.
Rebecca Fredette NH
39:24
Bruce if you have already been meeting and made a determination you would not have to have another meeting.
Lisa A. Witte
40:09
We have decided that all of our summer programming will be remote - ESY, 21C, Title I.
STACY BUCKLEY
40:10
Are you going to speak about the issues with the survey and how they will be addressed?
Grant Bosse

Lisa A. Witte
41:33
Parents with more than one child have expressed frustration that they cannot take the survey more than once.
jacqueline.coe
41:46
Will we have access to the survey results and when? We promoted this survey rather than the local one we had developed and would appreciate access to the data.
Sean Kotkowski
45:42
Can someone please direct me to the guidance that lays out the current protocol related to hosting multiple small “cohorts”. Specifically we are trying to determine if we can host a graduation ceremony with socially distancing if the total number exceeds 10 people. Or if the cap is 10 regardless of the spacing.
Patricia Wallace
47:15
Will the data be divided between regions?? or only by the whole state?

Looking at the district administration survey, it states that it is confidential and anonymous, yet one of the first questions is about which SAU we represent. Any reason for having to provide this information?

Given the likely need of schools to utilize plexiglass screening to help provide any chance of direct Special Education related services (Speech Language etc.) is there any potential consider / recommending bulk purchase options for schools through the Department or State to expedite purchasing?
Meryl Levin
55:23
Some districts are saying they will offer ESY openly this summer, while others are saying they are going to wait until the fall to be able to measure the gap. Thoughts?
Kim QED Carter
55:35
Any guidance regarding special ed services for students turning 21 who need more time to complete graduation requirements due to pandemic?
Meryl Levin
56:35
What about the staff time at charters with regard to the IEP meetings now that the year is over. We don’t have access to the funds you are mentioning that you have. Thoughts?
Lisa A. Witte
59:03
Adding additional meetings beyond what the current law requires, incurring additional cost, could be considered an unfunded mandate.
Corinne Cascadden
01:01:20
Any indication of Stay at Home orders that expire May 31?
Allyn Hutton
01:03:13
On the survey, I would suggest that question #15 needs to be considered invalid since one needed to check all the options for the answer to be accepted.
Sean Kotkowski

Where can the dental kits be ordered? Can Grant post? thank you

01:04:19
Hi Commissioner - curious how much the survey work and consulting work with AIR is costing?

01:05:04
My recollection of the conversations regarding special education over the last couple of months on these calls has been that districts were looking for relief from some requirements. This order seems to go in the opposite direction adding requirements. What is driving this order?
Meryl Levin
01:06:28
Yes, Allyn, that question 15 should be considered null. Could not exit the survey without checking all boxes, even if, as we, you have no controls over bus related cleaning!
Annette Griffin
01:06:43

Thanks, Frank.
Rebecca Fredette NH
01:11:25
Currently our state law says up to 21, federal law says through the 21st birthday.
Becky Forrestall
01:12:14
I appreciate that, Becky. However, there are many NH rules that go above the federal law, so why would we just adjust this one?
Linda Brady
01:14:21
Thanks everyone!
