The “failure factories” articles in the Tampa Bay Times clearly linked the failure of the five schools to the re-segregation of Pinellas County schools, by vetting to a “neighborhood schools” pattern in 1992, after 20 year of integration. What has been done to confront the Board of Education to confront them with this reality and deal with it.
