One LSTA grantee is piloting a project using robot delivery systems. Would using robots to deliver books be considered appropriate for this grant?

The focus of this program will be more on vehicles and outreach, but we are still mulling over what will be considered/included.

I've been browsing vendors for new bookmobiles and haven't found much in the way of electric or hybrid vehicles...are there any resources touching on that?
Can we use the money for technology for the vechile for example a mobile hot spot?
Is there any chance funds could be used to pay service providers (charter bus companies, rideshares, etc.) that would bring groups of people from preschools, senior centers, middle schools, etc. to our brick and mortar libraries? That would elminate issues with hiring drivers, maintaining vehicles, and finding storage space...
Will any priority be given to rural and small libraries, or those facing larger geographical challenges?
