but in 2016 there was record LOW turnout so more people could vote early this election but it would depend on how many vote i general. With record voter registration, is there any indication, that the states that most impacted 2016, have increased registration this year?

vote.gov and canivote.org are the sites run by the USG to share voter registration and voting policies and information more broadly. Those should help you avoid any claims of partisanship in your voter mobilization efforts.
