Jo Meister you can send a certifided or authenticated BC to US Sec of Treasury. When you send that in via Registered mail include the Dec 2019 version of the form 56.

The US Dept of State authenticates your BC. So no you do not have to send that processed BC to Mnuchin. You can send a certified BC.

My husband got his BC back from the State of Minnesota and it says Apostille then half way down the page it says Certified.  Then at the bottom says This certificate does not constitute an Apostille under the Hague Convention of 5 October 1961, when it is presented in a country which is not a party to the convention.  In such cases, the certificate should be presented to the consular section of the mission representing that country.  His seal (Not raised just stamped) is half on his BC and half on the Apostille/Certified. Is this OK?

I got my ddform 256N cause I was in the usnr rather than the regular navy. They said this was form for discharge. Not the dd 2168. Also they sent me a nice Discharge Certificate. The personal at the naval command didn't understand what the 2168 form was for.
