I have a concern about a system that pays providers based on how many hours their clients are working. Some or most persons with cognitive/intellectual disabilities are limited in how many hours they can work. Anxiety and other mental concerns limit them.

If you pay the vendor for hours worked at $32/hr and the person works 20hrs per week, you get $640 per week. At 52 weeks per year that would be an annual payment of $33,280. Am I calculating that right base on how you are explain the rate structure. Then of course the rate decreases as the person stabilizes and coaching fades.
