The EPA backlog is a key concern for us as highlighted by Grant. In line with guidance on GCSEs/A levels and Functional Skills, can we move to validation by evidence submitted at EPA registration? Validation by EPAO assessors maintains would third party verification.

We had very successful EPAs carried out remotely for our Degree Apprentices in Engineering in March. We must praise EAL for their flexibility and support that enabled our apprentices to have minimal impact.

EPAs requiring observation.  While there have been some relaxations for workplace observations there is no consistent alternative arrangements in place for these assessments.   Could we have a different form of assessment, such as employer witness testimony. Also what provision is being made for intermediate apprentices that need to start and take the exam for level 2 functional skills?  The announcement by Ofqual to award functional skills through centre assessment is a positive move, but it does not address the apprentices that are working currently at level 1, will need to start level 2 and then at least sit the exam before they can go through gateway.

A note re Rob's comments: there is much evidence uploaded as required by our EPAO, sufficient to validate apprenticeships. Independence is assured if EPAO assessors retain their role in grading based on this evidence. If Apprentices cannot complete there's a knock-on impact on starts among employers who recruit apprentices annually.

we found that we needed to let our apps know that if they were furloughed this means that they cannot work however they can still study. there was some confusion in the first instance with this.

Supplier relief for non-levy app's provision is clearly imminent. I'd like to urge government / ESFA to consider sustainable funding support. Financial impact is very real currently but will be much more significant in 2020/21

What evidence will ESFA look for to ensure that furloughed apprentices who have continued training, are getting their wage topped for the hours of training? A more straight forward way of supporting apprentices would be to pay them the minimum wage through the training provider.

The Government's support for businesses has been welcomed during the pandemic; however, for an Apprenticeship provider whilst income is being affected now by significantly reduced numbers of starts, the real impact won't be until 2020/21 and possibly beyond. What support might be available to providers during what could be a very challenging period?

I think we need to be careful with our reasoning to continue with frameworks when standards are available. This is very frowned upon from OFSTED (I experienced this from a recent OFSTED inspection!) If its solely about employers preference. Their view is as training provider's we should be selling the positives of standards

Our employers have really looked into the Standards available and the criteria does not meet the needs of their business - even where a standard is available if there is employer feedback and need we would like to be able to support our employers short term until all of the reviews of Standards have been carried out and changes can be made to some of the Standards that are not getting positive feedback from our local employers.

Across the metals industry there many instances where standards are not in place and for practical reasons they will not be in place this year. Levy payers affected by this who have had to use the framework route will be significantly financially disadvantaged if their apprenticeships are no longer recognised after July this year. There is much work to be done to resolve this and it is essential that the abandonment of frameworks is postponed for at least twelve months so that this serious concern can be properly reviewed.

Please can we a clear guidance regarding functional skills. We have apprentices that have finished and just need to sit the FS exams in order to complete. If they sit a new diagnostic on BKSB would this be enough evidence to substantiate that they would have passed. and therefore we can claim their achievement as well as FS certificates. Thank you for the other information very helpful
