Impact-based warning emphasises the importance of warning recipients about how a hazard will affect them. How much does it matter that they also know what hazard is the source of the impact. For instance if loss of power is due to a storm at a remote location, is it more important to know that they will lose power , to know that a storm will cause damage 100km away, or are both required. If the latter, how do we keep warning message short enough for immediate response?

My storm surge early warning gives earliest time, and maximum height for a town, and all barangays get the same message, via SMS (text in cellphone).
