Some times it requires Proof of Value to get stake holders buy into Vision maping.. How would we handle that important step of planting seeds
Our vision sets out why we exist, who we are and the results we want to achieve. It is intentionally focused on transforming both our culture and what we deliver.

The "Persona" is typically a fictional, composite character [based on real people] that represents a workforce segment.
Some ideas ... Identify your segments by dissecting each population (e.g., Call Center Employee, Field Worker, etc.) at each stage of their employment life cycle (e.g., Candidate, New Employee, Contractor, Hourly, Full-Time, Internal Transfer Employee, Team Leader, etc.). You can also segment workers by desk vs. deskless or functional areas like associates vs corporate. a few ideas !

we struggle with balancing "technical debt" (ie like current tech breaks/ doesn't work), and conflicting with our roadmap. only so many resources/time/money
