Out of curiosity, have you been made aware of this recent provincial grant? https://news.gov.bc.ca/releases/2020TRAN0135-001607Under the Ministry of Transportation and Infrastructure, this will allow local governments of small municipalities with up to 25,000 people to build "well-connected, accessible and safe, active transportation routes'...and "give British Columbians more opportunities to leave their cars at home." Not sure which municipalities will fit the criteria but applications will be open from Aug. 31, to Oct. 30, 2020.
