April, we didn't get into the WHY of SMP recommendations, just the WHAT. However, I have some personal ideas on why and I think it has to do with data limitations (either not enough data or not enough money to get the data) to develop flow targets, or perhaps more importantly, the will of the SMP coalition to tackle controversial issues that don't have broad consensus.

And to speak to Mely's point, I agree that streamlining identifying river health needs/gaps would be useful to move SMPS along faster. But a caveat: we've seen examples of where the science gets out in front of the stakeholders and it blows up the entire process either temporarily or permanently. So, its important to keep them aligned.

Another reason there might not be flow recommendations is a lack of infrastructure to retime/restore flows. On streams without upstream reservoirs, the ability to restore streamflows may be limited to changes to existing water rights rather than potentially using releases differently. Changing how surface water rights are used can be hard to achieve and may not be as palatable to local stakeholders.
