I understand the governor in his press conference indicated that the state was giving more authority to counties to make decisions regarding their health restrictions . Is this decision to move to level 2 mandated by the state? Or is this a county decision?

1. What is the percentage of COVID hospitalized patients VS patients with other issues? 2. CO hospitals are accepting out of state COVID patients, are those people being included in our case counts and hospitalized numbers? 3. When someone tests positive and has to have a negative test prior to returning to work they may get multiple tests that are positive if they aren't fully recovered. Are each of those tests counted as a new positive case?
