At my institution, there is supposedly a proposal in front of the P&T committee to allow departments to account for issues/hurdles/time gaps related to “outside issues” or some such (I am not sure how they are wording it but it’s supposed to be designed to allow for factors like parenting to be mentioned/taken into account)
