I'm still a bit confused on the "retirement" Social Security question. I am an elder who collects Social Security but work part time. So I am not really "retired" but under employed. When you contact the NEH you might want to point out that both SSI and SSDI have programs that enable people to work and still be eligible for those programs. This enables people with disabilities to pursue employment while remaining on Medicaid as their health insurance provider. You might also add that since disability is now recognized as a form of diversity, and given how many people with disabilities are on SSI and SSDI, to exclude anyone on those programs would seem to work against the goal of including typically marginalized communities.
