There are a few trials among correctional populations that compare counseling+MOUD to MOUD alone. Generally, there is no difference in relapse between the groups.

I switched from Google Chrome to Internet Explorer and had better luck opening the toolkit .pdf. In Google Chrome it only loaded the first page. But in IE it worked fine. I was able to download the entire 132 page document

The POATS study provides results on efficacy of medication forward/first versus combined with behavioral health.

NE DEA has allowed VT DOC to send correctional officers to OTP to pick up methadone doses but I have heard that this varies by jurisdiction. Happy to follow up
