As a quick follow up, you could think of the documented fiscal procedures as a desk manual that describes the steps used to perform processes like procurement, time and effort, tracking of property and equipment, etc. The process descriptions should include things like internal controls and required documentation (such as purchase requisitions or purchase orders, time and effort reports, etc.). As Bill mentioned, your accounting/fiscal departments can typically provide these process documents.
