I question if you can separate government and institutions from individuals and communities. Having looked at 4 centuries of racial persecution in the US, the need for parallel processes at the national, state, community and individual levels among a majority emerged as critical for fundamental progress to end the persecution.

Especially in Africa where the majority of the continent is young people.
