We will open Chat to all after Capri Maddox's presentation
Terrence Gomes
22:51
We will be taking questions after the presentation.
Glenn Bailey
32:17
Thanks to everyone for attending today's LANCC meeting. If you questions after Capri Maddox completes her presentation, please place them in Chat. Any questions we do not have time to have answered will be followed up with Capri after the meeting. Thank you.
David Uebersax

Ideally, all NC's would be the equivalent, indeed the epitome, of Peace Centers. That is at the core of the Empowerment Congresses which are so foundational to the roots of the Neighborhood Council system.
Glenn Bailey
54:51
Questions to Capri Maddox: please use drop down to her directly. Thanks!
Glenn Bailey
56:39
Capri Maddox's PowerPoint presentation will be posted on www.LANCC.org meetings webpage this afternoon. Please allow a few hours afterwards. Thanks.

For Mike Fong -- could DONE *please* send list of homeless liaisons with email and NC to us so we can contact our colleagues? At least by NC region. thanks!
Rachael Rose Luckey (RVNC)
01:12:44
Amending our bylaws without giving NCs the respect to vote on having them included is antithetical to our being independent deliberative bodies. Even if we have no choice int he matter, allowing us the opportunity to formally approve the changes would be the respectful thing to do…
mventr
01:12:57
Just wanted to ask about NC Congress and how we can be involved in panels.
Lydia Grant (STNC)
01:15:42
The State law says Roll Call Vote!
Rudy Melendez NC Stakeholder
01:15:54
There appears to be many nc’s that are not currently active. What is done doing to address this? What is the official number of active neighborhood councils receiving tax payer money?
Bob Gelfand
01:16:01
When is the BONC going to protest about DONE’s abuse of our note taker? By not doing so, you are avoiding a serious moral and ethical issue.
Cindy Cleghorn
01:16:31
Rudy — what NCs are not active ?
Issam Najm
01:17:05
Tony’s comment is not correct. Just because someone did not object, does not mean they voted yes. They may have abstained. There should be a roll-call to make sure there is no ambiguity.
Cindy Cleghorn
01:17:13
Tony — Lydia’s point is the State Law requirement now that we are on Zoom only meetings. If you have reference to State Law being opposite, let’s clarify.

01:38:15
How about some discussion of equity in city council redistricting? Everybody remember the last time around?
Cindy Cleghorn
01:39:02
Len — if you can say something about the data portal that Julien presented. This is critical in the delivery of city services and what NC leaders can do, especially in these COVID times.
Bob Gelfand
01:40:02
Removal should have included some number of public signatures; the grievance rule against individual board members continues to baffle me.
Rachael Rose Luckey (RVNC)
01:40:16
Then if a recall, you need to figure out how that works. The public should have the respect to have the ability to remove a board member that is acting badly.
Velinda&DavidRockello(they/them) (Media, killradio.org)(Chinatown, LosAngeles)
01:40:44
Commissioner Shaffer's point about how joining meetings are easier now that we are using Zoom... my question for future discussion is what will future meetings be like after COVID? I hope part Zoom & part physical & not just one or the other...
Cindy Cleghorn
01:41:21
Its a way for NCs to see how many calls for specific problems that come through.

Yes, and 311 is improving all the time. Even though sometimes it has glitches and the GIS doesn’t work. But that is sporatic.
Rudy Melendez NC Stakeholder
01:45:48
Citizen dont use 311 because it has become overly complicated and the serious complaints are ignored.
Bob Gelfand
01:46:26
My experience with 311 and even 911 has been fairly disappointing, but 311 has worked OK for bulky item trash pickup.
Cindy Cleghorn
01:46:39
Yes, Rudy ….the serious complaints are being set aside but we hope to work on it.
Rudy Melendez NC Stakeholder
01:46:58

Yes, the mean hecklers are unfortunate. They still exist. It turns people away. It turns people away from our NCs too. Sad. The BONC does the best they can.

Thank you to all the Commissioners for their contributions, and putting up with all the hecklers...I don't know how you guys do it!!

And thanks Commissioner Shaffer for doing so...

01:51:59
How many Starbucks are there?
Valerie Contreras
01:54:59
we have a grievance process for everyone
Jennifer Goodie
01:55:08
Are you a stakeholder for that NC?
Cindy Cleghorn
01:55:43
Rachael — Why can’t we have a discussion with this topic ? Could it be “sensitivity” training ? There are words or body movements that can be received by people differently. Or is this about something else ?
Garry Fordyce
01:56:00
Only other elections recognize permanent registration unless the voter moves. For the few undocumented and felons who vote, there are countless otherwise registered voters alienated by the NC's requirement to register for every election.
David Uebersax_Aux
01:56:48
Interesting that this is one of those cases where NC Autonomy isn't sufficient. Maybe a start would be to negate the NC from that alliance?
Lydia Grant (STNC)
01:59:40
Suggestion to Len Shaffer- ask for the Department to give a report back on how many grievances are filed and how nay are addressed and have any action. He might find that there is no action on most Grievances so suggesting more may not be a good answer.
Glenn Bailey
01:59:59

02:01:35
Bring back the Starbucks Stakeholders!
Cindy Cleghorn
02:01:58
I do like the idea of registration or renewal of registration to avoid personal documentation necessity every two years. Similar to the municipal elections.
Rachael Rose Luckey (RVNC)
02:02:26
Does that include folks who attend a house of worship in our boundaries?
Rudy Melendez NC Stakeholder
02:02:35
There are also some nc leaders here today on this call that run for office in multiple nc elections in the same election cycle.
David Uebersax_Aux
02:02:45
Oh hush V&D!
Rachael Rose Luckey (RVNC)
02:02:48

02:07:14

Glenn Bailey
02:08:28
Next Agenda item: 5. Update from Budget Advocates
Bob Gelfand
02:09:01
The blame for lack of outreach goes directly to the city council.
Velinda&DavidRockello(they/them) (Media, killradio.org)(Chinatown, LosAngeles)
02:09:04
People need to prove their association with an address
Cindy Cleghorn
02:09:56
Bangladesh ?
Rachael Rose Luckey (RVNC)
02:10:10
Yes…Bangladesh…
Velinda&DavidRockello(they/them) (Media, killradio.org)(Chinatown, LosAngeles)
02:10:13
Bangladesh!!!
Bob Gelfand
02:10:15
Joy is right that changes in council boards are best handled by voting.
Bob Gelfand
02:10:43
It was the Bangla Desh community if I recall.
Cindy Cleghorn
02:12:06
Joy is correct — its a challenge though as some people don’t think their vote makes a difference. But its also important that NCs are broad and representing everyone. How do they do that and make sure.
Rachael Rose Luckey (RVNC)
02:12:19
Bob, bad actors must not be allowed to continue to serve and if a board will not act, then there needs tone a process for those who voted them in can vote them out.
Bob Gelfand
02:12:29
Temperature is getting into upper 70s here in Pedro so I may have to leave soon.
Rachael Rose Luckey (RVNC)
02:12:33
oops to be a process
Velinda&DavidRockello(they/them) (Media, killradio.org)(Chinatown, LosAngeles)
02:12:48
Almost the same amount of people voted Yes in Chinatown & got the new NC but Bangladesh didn't because more folks voted No!
Cindy Cleghorn
02:12:49
Rachael — don’t you think that a board is “afraid” to act ?
Rachael Rose Luckey (RVNC)
02:13:01
Yes, they are afraid.
David Uebersax_Aux
02:13:02
We'll head down your way Bog!
David Uebersax_Aux
02:13:06
Bob
Bob Gelfand
02:13:07
OK on City Watch. Actually there are several nc people who write for CW.
Garry Fordyce
02:13:08
Reimagine the potential voter participation if the NC's used the same legal voter registration used in all federal, state and local elections, precinct by precinct adjusted for Neighborhood Council boundaries. Just Reimagine and Reconsider !

Thanks Rudy

02:19:16
You have to show your relationship with a specific address...
Glenn Bailey
02:19:22
The City Clerk will look up the qualifying address to determine which NC it is located in
Jennifer Goodie
02:19:50
Everyone keeps talking about cancelling the elections, but it is kind of problematic that the people urging this could potentially have their terms extended by the action.
David Uebersax_Aux
02:20:33
Some NC's already have done Acclamation in the past...that might be an alternative to allow for new terms
Glenn Bailey
02:20:37
Many NCs have staggered terms
David Uebersax_Aux
02:21:25
I had a President who voluntarily did NOT accept the extended term a couple years ago
Velinda&DavidRockello(they/them) (Media, killradio.org)(Chinatown, LosAngeles)

Bob Gelfand
02:23:33
Tony: For federal and state elections, every registered voter gets a sample ballot in the mail
Glenn Bailey
02:23:44
If you are concerned about the veracity of the Stakeholders who may be voting in your NC Election, opt for Documentation rather than Self-Affirmation.
Laura Meyers
02:24:14
Glenn, we do NOT want the Clerk "looking up" addresses. Oddly enough, that benefits organizations that have multiple membership meetings and events in many places. For example, and this is a legit organization, West Adams Heritage has events all over UNNC and NANDC and MINC, and in the last election the Clerk "looked up" the organization and found all of those addresses. But then made would-be voters know the same addresses -- rather than the actual permanent addresses (happen to have multiple addresses because there is an office and separately an archive). It was not scientific, it was not accurate, and it was very one-sided.
Rachael Rose Luckey (RVNC)
02:25:58
Thank you Tony and Commissioner Shaffer. I will indeed file a formal grievance. :~)
Glenn Bailey
02:26:43
For 2021, the City Clerk has already confirmed that Vote By Mail will be allowed for Documentation NCs rather than just Self-Affirmation NCs as was the case since 2014
Rachael Rose Luckey (RVNC)
02:31:33
What is the BA’s position on Defund The Police?
Rachael Rose Luckey (RVNC)
02:34:52
Can you put me in the list to be notified when that committee meets please.
Lady Tecniq
02:36:47
What about allocating some of the police funding towards gang intervention programs?
Lady Tecniq
02:37:16
Like Jeopardy Program of the 90’s
Tony Wilkinson
02:37:18
The people who hate LAPD hate police in general. They also hate park police, school police, etc. There is no win there.
Tony Wilkinson
02:38:31
Ironically, what is lost with the defund movement is all the YOUTH PROGRAMS. Those are really important to my low income community with active gangs
Tony Wilkinson
02:39:19
If fact, all "police" dptes are different. LAPD ve the Sheriff under its current Sheriff are night and day in behavior
Rachael Rose Luckey (RVNC)
02:39:36
Tony, hate is such a strong word to use. Most certainly there are communities that are disillusioned but one cannot disagree that some amount of hate is not justified.
Tony Wilkinson
02:40:24
Rachael, listen to the street language in Portland videos and then come back and suggest it was not the right word
David Uebersax_Aux
02:40:54
It's a spectrum
Jennifer Goodie
02:41:13
What does this have to do with the Budget Advocates? We've gotten far off topic and this meeting is long.
Glenn Bailey
02:41:14
Next agenda item: 6. Discussion and possible action for the Los Angeles Neighborhood Council Coalition (XXXXXX Neighborhood Council) is concerned that the people of Los Angeles have come to the breaking point on corruption of their government and request that recommend that the Los Angeles CITY Ethics Commission and the State Political Ethics review guidelines, the Brown Act and propose new legislation to stop the corruption and address conflicts of interest, nepotism. campaign donations, labor negotiations, and behest payments.
Rachael Rose Luckey (RVNC)
02:42:40
second!
David Uebersax_Aux
02:46:25
And Liz
Bob Gelfand
02:47:30
There certainly is and has been nepotism, but this would also include the statewide Democratic Party.
Bob Gelfand
02:49:17
How about the voters start voting against incumbents And by the way, there isn’t anything to stop a neighborhood council from protesting the corrupt city council members who have been indicted and/or pled guilty.
Lady Tecniq
02:49:51
Thanks so much for speaking to the housing issue
Cindy Cleghorn
02:53:01
Hold on….245 has worked for some!
Cindy Cleghorn
02:53:31
The NVAPC admitted mistake and it took the 245 to clean it up.
Bob Gelfand
02:53:50
I would like the city council to use 245 on some BONC actions, although this would be a different subsection
Cindy Cleghorn
02:54:35
20-0608 and 20-0609
Cindy Cleghorn
02:55:25
Does anyone research how CM’s spend their discretionary / city dollars ?
Bob Gelfand
02:56:08
Glenn et al: are you going to change the state agency in the motion to the existing organization?

Cindy Cleghorn
02:57:32
Is the city / communities being harmed because of the actions of a few ?
Bob Gelfand
02:58:41
Not for today, but we ought to be asking why all those city council members have been voting for corrupt bills all these years.
Rachael Rose Luckey (RVNC)
02:59:01
Yes to what Bob said.
Glenn Bailey
02:59:22

Glenn Bailey
02:59:56
California Fair Political Practices Commission
Rachael Rose Luckey (RVNC)
03:00:05
Planning & Land Use corruption has not been a secret for a very very long time and even if not complicit, a good many council members have turned a blind eye.
Cindy Cleghorn
03:00:47
Rachael — The city is currently turning a blind eye during COVID / time of COVID
Bob Gelfand
03:00:56
For next month’s Lance: We ask the news media to carry out intensive investigations of campaign contributions and how those contributions correlate with legislation before the city council.
Rachael Rose Luckey (RVNC)
03:01:08
Just like I said about good cops not being goos cops if they do not call out bad cops, same thing can be said about city council.
Cindy Cleghorn
03:02:26
Rachael — its an honor to support each other. Don’t you think this type of thing is across the spectrum of people, not just cops ?
Cindy Cleghorn
03:02:58
Who gets to vote ?
Rachael Rose Luckey (RVNC)
03:03:11
Yes Cindy. It should be ~ If you see something, say something.
Cindy Cleghorn
03:03:38
Rachael — but we know that can backfire. People create problems that don’t exist (some do).
Rachael Rose Luckey (RVNC)
03:05:42
Cindy ~ backfire?
Cindy Cleghorn
03:07:34
Groups can come in and create stories / lies without due process and destroy people’s lives.
Rachael Rose Luckey (RVNC)
03:08:02
That is a straw man argument Cindy…
