Can any contractor and any customer participate in the SCE rebate program, or ONLY contractor with business addresses in SCE territory? And if the latter, can that contractor do work for a customer in another territory and pass the rebate onto that customer? --i.e. what if it is a bigger contractor with a practice and offices in other territories, including SCE?

@ Katherine Muncaster: incentives are paid for the heat pumps sold. The heat pump program uses existing baseline ratios for electric and natural gas systems from CA Residential Appliance Saturation Studies.
