David.... It would be both, as it is based on the site security on the constituent record. So if they have your council ID on their record site, then they would show on your list

We meet "lost" Eagles all of the time. Is the way to get them added then to get them to join NESA?

I was suprised to learn that many of our NOESA recipients were not on the list. My assumption was that since it is a National award that records would be updated at "National". With them recipients missing I now assume that this needs to be taken care of at the local council?
