Is there a limit or percentage of kids who can graduate based on their IEP or because you said this is individualiozed, there is no limit?

Does Act 1 apply to students experiencing educational instability who have changed schools within a district? For example, a student who enters foster care and moves across town and enrolls in a different school in the same district.

Please note that in order for a student to be granted a waiver (regardless of status - EL, education instability, etc.), the student must meet locally established grade-based requirements for each Keystone content area in which the student does not have a numeric or a non-numeric Proficient or Advanced.

If we have students in an out placement or IU placement, is the home district responsible for reporting their pathway or is the placement responsible?

The graduating (diploma-granting) entity reports the student in the December Grad Report in the FRCPP

The Grad Report will be covered during the 1/10/23 office hour

Many of my students with IEP's are enrolled in a vo-technical school. Does the OSHA 10 count as a CTE certification?

@Eric Shepherd - switching schools within an LEA does not qualify a student for the protections of Act 1.

(District Assessment Coordinator) If a student does NOT take a trigger course (and therefore can not take a PBA on that content), they are not able to graduate on a waiver. Is this correct? We have ELLs that come in their junior year and never take the trigger course. They can not graduate on a waiver?

@Kris Kaufman - By requesting the Keystone Diploma, the school entity is saying that they cannot issue a diploma for the student. This means that the student is considered a non-graduate at the local level. This is why it counts against the cohort graduation rate.

SHAI - locally established grade-based requirements are not limited to trigger courses.

As long as a course covers the content, it may be considered a local requirements (regardless of whether it's a trigger course). And LEAs may design their own PBAs to be given whenever they deem appropriate.

IHEs are aware of the law and should treat those equally. If there are concerns, they should be referred to the Bureau of Higher Education.

@Rebecca Walker - The Keystone Diploma has the full force of an LEA issued diploma. PDE has been in contact with higher education, the military, and others to ensure it is received as such. Is this what you meant by "implications?"
