Yes it did

I am not aware of problems with lines itself, issue could be groundwater or poor compaction on previous patches. It should fall under City per our contract, or Williamson County if not a utility issue.

The County will try to pass it to the utility since it is adjacent to a manhole. Marty is correct, that if it is a groundwater, a plug may be appropriate.
