How was the 5% determined as the cut off for comprehensive support?

5% statewide, yes? Not lowest 5% per district?

Was there some research ESSA used to set the 5%?

For Graduation Rates, it was mentioned (I believe) that 4 and 7 year rates are used. Is it only the 4 and 7 or the best of the 4,5,6 or 7 year rates?

How much reduction is needed for chronic absenteeism? And, how is the COVID impact accounted for?

For graduation rates, does CDE include early graduation?

If I understand correctly, SPFs will not have the growth measure this year. So then ESSA's calculations will be missing growth as well?

Angela - ESSA Identification lists are available on our ESSA Methods and Criteria webpage (http://www.cde.state.co.us/fedprograms/essa_csi_tsi), which can be utilized to determine the number of years a school has been identified. In addition, districts receive a School Profile for each ESSA identified school (via Syncplicity) which shows their identification status across the years.

How does the pause in accountability over the past couple years impact the required minimum of 3 years for CS schools?

Angela - As part of the waivers received, schools identified for CS or TS in the 2019-20 school year maintained their identification for SY 2020-21 and SY 2021-22. Given the limited availability of assessment data due to the COVID-19 pandemic, those school years do not contribute to the number of years for which a school was identified (or the number of years in which a school must meet exit criteria).
