1) Does the Governor's "Stay at Home" order equate to us being Quarantined by a state agency for the new sick leave and family medical leave acts?2) Do a companies employees need to be employed on 4/1/20 the effective date of the FAmily First Coronavirus Response Act (FFCRA)?3) Does it matter if a company is essential or non-essential for their employees to qualify for the FFCRA?4) Can an employer bring employees back to work before 4/1/20 so they would qualify for FFCR?

Many of these new rules apply to companies of 500 employees or fewer. What changes for having more than 500 employees? Is it employees by facility or just in the US and foreign employees don't count, how does this all apply to these somewhat larger companies?
