so on master branch it makes sense to look at the latest. On release branches we would point at module tags.

jeremy, given the allowances that go makes for 0.1+ and 1.0+ imports, wouldnt that break for any module that has matured to 2.0 or greater?

Yeah we should make changes to make the docker template more modular but Java can still be supported
