Jeff - generally yes, that is a safe assumption. The interop targets are focused on particular frameworks at the moment though so depending on how broadly you define “platform” the answer may slide to maybe or no.,

That is one definition. Right now the bigger focus is on Layer 3 which interestingly makes your point on Layer 1 indepedence. KERI can certainly fit in there but the Layer 1 players are using HL-Indy and Trustbloc/Orb at the moment. More Layer 1 solutions are totally possible.

I cannot agree strongly enough with the comments about the supremacy of context when it comes to establishing shared meaning of terms. That’s part of the appeal of terms wikis - each terms wiki establishes a specific scope for the set of terms defined in that terms wiki. And with the ToIP Term tool we can bring together all of the terms and definitions from the participating terms wikis into an overall terminology corpus for cross-domain mapping and curation.
