$28.6 billion Restaurant Stabilization Fund was included in the American Rescue Plan. All food service or drinking establishments, including restaurants, caterers, brewpubs, food stands, food trucks, taprooms, and tasting rooms, that are not part of an affiliated group with more than 20 locations or publicly traded are eligible. For a winery to be eligible, it must derive 33% of receipts from direct beverage and food sales (no more than 67% from wholesale sales). This includes beverage and food sold out of tasting rooms, as well as sales related to curbside pickup and DTC shipping.The grant is calculated as follows: 2019 gross revenue minus 2020 gross revenue minus total amount of all PPP loans received.

The first seven days of the program will be limited to 60,000 applicants in priority including companies owned and operated by women, veterans and "socially and economically disadvantaged" groups (51% of the company must be owned by one or more of those groups). For the next fourteen days (after this initial seven) the SBA will accept applications from all businesses, but they will continue to only process and approve those in the priority groups. After 21 days, all groups will be processed and approved. The funds are expected to go quickly.
