I’m confused so maybe these questions miss the mark. A. Looks like our CAP now has a competitor for funding. You want all the best value BMPs only. Given that we are under-funded now, how will this be additive to our CAP, not detrimental? B. How does credit for BMPs get allocated - does an existing CAP get credit until it is met and then CWIP, or can CWIP compete for implementation and take credit ahead of us?
Has any consideration been given to the effect of dam breeches?
Thank you for all the hard work that has gone into the development of the draft CWIP. My concern is the additional expectations on Pa agriculture, given the WIP3 requirements and now 89% of the CWIP, from the same farmers. Is the plan to have the additional BMPs required to meet CWIP goals allocated at farm level and have them included in Nutrient Mgt Plans? Or is there some other plan? Thank you
Thanks, Brian. That helps regarding where the dam has already breeched. It should be a goal of the CWIP to end future breeches without mitigation plans.
