My comments on Transportation T-2: It’s not clear how the proposed actions lead to the reductions. Specifically on 50% of EV sales being EV by 2030 (T-2.1, T-2.3), charging and E&O (T-2.2) are indirect paths to adoption. Montgomery County is running an EV purchasing co-op pilot with local dealers that takes a more “upstream" approach, closer to direct adoption (people actually getting the cars). I happen to work in this area so full disclosure, my employer runs direct EV adoption programs for utilities. I also happen to think that's a good idea so there may be a broader state/regional opportunity to bring more direct adoption approaches to residents, potentially through Dominion.

Apologies to go backward in the agenda but took me a bit to absorb the bigger picture of the mitigation work relative to the EAP's goal of 50% GHG reductions by 2030. No need to address live in the meeting if we're out of time for the prior topic but I wanted to get this on the record here for staff/members to consider. Eyeballing the wedge chart reductions it looks like we don't hit the goal until approximately 2042. It also looks like there's a big opportunity to get closer if the renewable energy wedge grows faster. Is it feasible for the City to request that Dominion exceed its VCEA renewable energy targets on the City's behalf by an amount that would bring us a lot closer? The Mayor appears to already be in regular contact with the CEO of Dominion about reliability so that communication channel could be tapped to make such a request while we already have their attention.
