The reduction in level 3 (group homes with 4-6 kids) was to give greater clinical and financial support to therapeutic foster care homes with a family and only 2 kids in placement. Also to reduce dependence on institutional care like psychiatric treatment facilities and inpatient facilities like Broughton. TFC in ideal world should give kids more of a family environment with treatment services in place. The largest barrier for the private companies is recruitment of families. I know DSS has the same struggle with level I foster care recruitment and retention!

So if you or anyone you know is feeling the pull to be a foster care family with kids that also have significant mental health needs and challenging behaviors (what qualifies them for level II TFC rather than level I foster care), there are agencies that desperately need you to start the training and licensing process :)

The money is there, Suzi, and earmarked for these exact services. There’s huge investment in services and care management for kids in foster care from DHS to DSS funneled through the MCOs (like Vaya here). The efforts to develop these more family therapeutic settings (and really reserving those group models and locked facilities for those that cannot be safe in a family model with intense wrap around care) has been ongoing for years. And the roadblock is family recruitment, retention of these families/staff. So the best advocacy efforts are community awareness and education to let people know the need. And of course, the most preferable is the intensive services like Youth Villages, Daymark IIH, etc. that can help DSS with keeping kids in their bio home with treatment. But often parents aren’t safe themselves or they are just DONE and want kids out.
