The data tracking of waivers was a HUGE amount of work. To know who gets a waiver or an incomplete, we tracked all 5700 students at risk of an incomplete.If it helps, the 5700 = all the HS students in the ISD.

I fear we are mixing discussion of pathways (few waivers needed for us) and core graduation requirements (incompletes and waivers). We had to track all three for the first time this year without OSPI support. Credit tracking (including incompletes and waivers) was much more labor intensive than pathway tracking. To have to do all three for the first time was a bit of a perfect storm.

6 period day x 4 years = 24 of 24 credits passed the first time and kids cannot fail one class without a serious disruption to their lives. We do the cross crediting you are describing. It does help! Sometimes it is our transfer students who come to us from out of state or out of country with credits that just do not fit the WA "buckets." That can get hard.
