We won’t know for sure until someone actually builds one that covers all four layers.
The Sovrin Governance Framework Working Group is now actively building a Layer 4 ecosystem governance framework that will span all four layers.
That sort of violates the “layerdness” of a layered architecture. Ideally, someone building an ecosystem *type* at level four shouldn’t have to worry about what happens at lower layers so long as the interface between layers is well-defined.

and there are forms of assurances etc in place (in context of Scott’s comment)

@Drummond, have we given any thought to the topics that might need to be included? Examples: roles, rights & responsibilities, expectations, enforcement, decision making, legal authority, etc.

But there are drafting standards that sat to be complete, a set of blueprints must contain certain things and cover certain topics. I was aiming for a potential test for completeness.

I expect the standard to be a ToIP-compatible governance framework will be relatively low because we don’t want to make it a barrier. The REAL test of a governance framework is it’s success in the market.
