This is more than a 500% increase in the base rate at the same time that the energy cost has increased from $0.0495 to $0.0859 per kWHr. What is being done with this massive increase in rates? Why not just replace the mechanical meters that are failing as they fail instead of replacing all meters with AMI when some of the current mechanical meters may work just fine? Don't AMI meters also require calibration even if its not mechanical? How is that upkeep any cheaper than mechanical meter upkeep? We have so few consumers on our PUD- it must be cheaper to replace only as needed
