Timing of Investment.. The rate increases to ratepayers are built in already for AMI. Why is this for the last several years and finally tonight is first public on AMI during non-working hours and first AMI meeting we were informed by mailing.

Tech-assessed - Is McKinstry involved in Portland General ELectric who uses Sensus AMI meters? As PGE was not reliable with Oregon NW had 500,000 customers out of power recently during ice storm. Clark PUD same conditions without AMI is more reliable during these times.

PUD base rates have increased from $8.45/mo in 2008 to $43/mo in 2021. This is more than a 500% increase in the base rate at the same time that the energy cost has increased from $0.0495 to $0.0859 per kWHr. What is being done with this massive increase in rates? Will it pay for AMI or will the PUC lobby for even higher rates?

Why not just replace the mechanical meters that are failing as they fail instead of replacing all meters with AMI when some of the current mechanical meters may work just fine? Don't AMI meters also require calibration even if its not mechanical? How is that upkeep any cheaper than mechanical meter upkeep? We have so few consumers on our PUD- it must be cheaper to replace only as needed
